This course explores the origin and nature of the State’s title to lands beneath and the navigable waters, determining the boundary between state ownership and adjacent private ownership of property, and the interaction between the State’s ownership and management of sovereignty submerged lands as balanced against the rights of adjacent waterfront owners to use these same lands for access, use and view of the water from these waterfront lands.
